Today, May 17th 2001, amidst the actions that shake the country and the old and rotten imperialist world order, we celebrate the 21st anniversary of the People's War, led by the Communist Party of Peru (PCP) guided by Marxism-Leninism-Maoism, Gonzalo Thought, which is the heroic combatant that leads the revolution.

On this occasion, we salute our beloved Chairman Gonzalo, Great Leader (Jefe) of the Party and the Revolution, our all-powerful ideology, Marxism-Leninism-Maoism, Gonzalo Thought, principally Gonzalo Thought, our heroic combatant, the PCP, Comrade Julio, who leads the entire Party, the Central Committee, the Party members, combatant, activists and masses.

THE PEOPLE'S WAR IN UNSTOPPABLY ADVANCING TOWARDS THE COUNTRYWIDE CONQUEST OF POWER

It is with actions, in all the forms of the People's War, in the countryside as well as in the city, that our People's War is showing its truth to the world, its worldliness; it has not only been maintained, but it is unstoppably advancing, step by step, defying all difficulties, amidst hard and tenacious struggle, with the wind blowing in its favor.

Reaction's media recognize the increase of the actions, at least as far as quantity is concerned, as in the newspaper Correo from April 30 this year: "Strategic military bases deactivated in Alto Huallaga despite the existence of an undeniable new outbreak of terrorism in the area."

The military actions have developed and raised their quality, such as with the successful dominating of the anti-aircraft battle by the People's Liberation Army (PLA). Reaction has not been able to hide the overwhelming blows given to their army helicopters (see the newspaper La Nación of Buenos Aires, 2001-02-19): "LIMA (AP).- One soldier died and one officer was wounded in the central Peruvian jungle area. The helicopter was attacked on Saturday in the Ene river valley, 380 kilometers east of Lima."

What does this "deactivation" or abandonment of the enemy's military bases and police outposts mean? It means that the humiliating retreat from very wide areas of the heavily beaten enemy troops is brought about, as a consequence of the victories of the PLA, within the framework of the enemy's campaigns and our counter-campaigns; this in an obvious way displays the defeat of their campaigns, the triumph in the sharp struggle over the new Power between armed revolution and armed counter-revolution. It is overwhelming proof of the strengthening and expansion of the new Power, of the revolutionary support bases, and of the People's Committees that form them; in this way, the road of encircling the cities from the countryside, with its essence, which are the support bases and, with this, the strategic equilibrium and the construction of the countrywide seizure of Power is developing.

The new Power is solidly established on the barrels of the guns of the PLA, all-encompassingly led by the PCP, and on the struggle and sacrifice of the masses, which are an example of heroism and firmness. Honor and glory to the Peruvian proletariat and people!

Thousands of actions are carried out within the campaigns of the current plan in order to sow revolution, politics, ideology, the necessity of constructing the countrywide conquest of Power, of defending the life and integrity of Chairman Gonzalo and, joined to this, that of Comrade Feliciano, defending and developing the new Power, the support bases and the People's Committees and agitating the concrete problems for which the masses struggle, welding them into a single torrent for the conquest of Power, to imprint Marxism-Leninism-Maoism, Gonzalo Thought, the politics of the Party on the masses and create public opinion, serving the complete sweeping away of the miserable rats of the revisionist and capitulationist right opportunist line (rol). Thousands of actions of armed agitation and propaganda, sabotages, selective annihilations, ambushes and assaults, armed strikes and taking of villages, which are carried out within the military strategy of the people's war applying: "Take guerrilla warfare as fundamental, but loose no opportunity to carry out mobile warfare when conditions are favorable. Prepare insurrection in the cities."

The newspaper Correo of Huancayo (2001-04-09) reported: "The Police and the Army offered security... The documentation of all persons, as well as of the officials, was controlled at every entrance to the voting places, with great diligence in matters of security, in view of the fact that an armed strike had been called in Satipo for the three days of the 7th, 8th and 9th..."; a press report that gives evidence to what was really taking place in the country.

The PCP has with great success applied the tactic of boiycott against the April 8th 2001 general elections, inside the country as well as abroad, developing all forms of the people's war, achieving obstructing, undermining and preventing them in many places. The Party thus masterfully uses the election in order to develop the People's War.

They said that they would put an end to the People's War in 1995, thereafter, that it would be in year 2000. Today they are saying that "it is not a new outbreak", that "they have always been here", and they report on our presence in places where they never admitted it before. Diez Canseco Távara said: "Fujimori lied to us..., for instance, Feliciano's column was never defeated..."

In the programmatic speech of the President of the Council of Ministers, Javier Peréz de Cuellar, before Congress (2000-12-11), the "transition government" recognized the total failure of the old Peruvian state in its reactionary task to annihilate the People's War. He said: "In the sphere of internal defense, the operations pertaining to the pacification are being continued in the military field, always strictly respecting the constitutional and international standards regarding human rights and military behavior in conflict situations."

The People's War that the PCP leads has not stopped even for a single moment since its initiation, on May 17th 1980, at that time almost without modern weapons, advancing from the small to the big, through plans and campaigns, with five milestones having been specified, the fifth milestone, that of the strategic equilibrium, the second stage of the people's war, being the one within which we are unfolding and which develops towards the countrywide conquest of power.

Today, the VI Military Plan Construct the Countrywide Conquest of Power is being developed, and the current plan, which is being culminated in a brilliant way, called Unite the people against the fascist, genocidal and country-selling dictatorship developing more people's war!, being applied since the first months of 1998, is located within it.

Since 1992, with Fujimori's fascist coup d'état, Yankee imperialism is directly leading the counterrevolutionary war, under the form of the so-called "low-intensity warfare", through the CIA, using the reactionary armed forces of the old and rotten Peruvian State, a landowner-bureaucrat State. In that year, in September, our beloved and respected Great Leader (Jefe), Chairman Gonzalo, was arrested. From prison, he told us: "Some think that it is a great defeat. They are dreaming! We tell them: keep on dreaming! It is simply a bend in the road, nothing more! A bend in the road. The road is long, and we shall arrive...". Since then, we are developing within this bend in the road, from which we are coming out. "We shall triumph!"

THE PEOPLE'S WAR OF PERU IS THE POWERFUL AND VICTORIOUS TORCH OF WORLD REVOLUTION

We are certain of triumph because we rely on the Great Leadership (Jefatura) of our beloved Chairman Gonzalo, Great Leader (Jefe) of the Party and the revolution, inseparably united with and having its foundation in Gonzalo Thought, the result of the creative application of the universal truth of the ideology of the proletariat to the concrete conditions of the Peruvian revolution, our guarantee of triumph, indispensable in order to conquer Power, continue revolution and maintain the course towards Communism.

It is with Gonzalo Thought that all the new problems, which present themselves to the revolution, are solved. It is with him and the masterful handling of the two-line struggle that it was averted that the rol structured itself within the Party; to, like some people do, maintain that this happened within the Party, is to line up against our beloved Chairman and his all-powerful thought in another form. What the PCP is doing, is to with a broom of steel sweep away all the convergences with the rol, within our own ranks and outside of them, within the camp of the people, carrying forward the two-line struggle.

Chairman Gonzalo is the one who has defined Maoism as third, new and higher stage of Marxism, reconstituted the PCP; he has initiated, maintained and developed the People's War of Peru serving world revolution and that Marxism-Leninism-Maoism, principally Maoism, becomes, in theory and in practice, its only command and guide.

In the international class struggle, with people's war, Chairman Gonzalo and the PCP uphold, defend and apply Marxism-Leninism-Maoism, principally Maoism, and head the revolutionary counter-offensive against the anti-Marxist counterrevolutionary offensive. With people's war, the PCP is heading the world struggle against imperialism, reaction and revisionism, certain that with it, we will sweep them away from the face of the Earth.

With the start of the People's War of Peru, on May 17th 1980, we have entered the strategic offensive of world revolution, a clear verification of the fact that revolution is the principal tendency of world development, historically as well as politically. With the People's War of Peru, a breach is made for the world people's war, thereafter the People's War of Nepal, which already has reached its 5th anniversary, was initiated, and these, together with all the revolutionary wars and struggles of the current world, show that we have entered the new great wave of world proletarian revolution.

With people's war, the PCP takes on and crushes all the counterrevolutionary campaigns of Yankee imperialism, sole hegemonic superpower and principal enemy of the peoples of the world, carried out by it through the CIA, using the reactionary and genocidal armed forces, as well as narco-trafficking and revisionists of every type of skin, such as the miserable rats of the rol.

The People's War has defeated them once again and they had to swallow their black vomit and the same thing has happened to those from the rol and their black dreams that "the People's War had ended by defeat", the same thing has happened to this "convergent" of El Diario Internacional and his ominous affirmation that the People's War "has retroceded".

The People's War of Peru is the powerful and victorious torch of world revolution, a world historic truth that some people deny in a shameless way, in vain seeking to counterpose it to the People's War of Nepal and other revolutionary wars, which are part of the same torrent of the world revolution.

Therefore, the defense of the life and integrity of Chairman Gonzalo is a strategic task, and it is inseparable from the other strategic task, to place Maoism as command and guide of world revolution. What all communists and revolutionaries must do, is deepen the campaign and raise it to new heights.

BUREAUCRAT CAPITALISM IS IN THE WORST CRISIS OF ITS HISTORY AND THE PEOPLE'S WAR IS SINKING IT INTO INCURABLE COLLAPSE

Fujimori's fascist, genocidal and country-selling government harvested a triple failure in its three reactionary tasks: to give new impetus to bureaucrat capitalism, to restructure the old State and to annihilate the People's War, within Yankee imperialism's counterrevolutionary 20-year plan. Because of this it conceived the so-called "transition" government, in order to guarantee its hegemonistic plans as sole gendarme in the region, for it needs a "new government", with a "new image" and being a "legitimate government" resulting from "clean elections."

The PCP is unmasking and combating these plans, with more development of the People's War, and it is dealing this "transition" government, which is trying to reedit was has already been defeated, overwhelming blows; the People's War is going to smash them to pieces, through the actions and the struggle of the masses.

They are in the worst crisis of their history, a crisis that comprehends their old State, their Armed Forces, backbone of the old State, their economy, etc., in all aspects and on all levels, as their own Prime Minister has recognized in the programmatic speech before Congress (2000-12-11).

Their elections, which are crucial for reaction, are entangled, lagging behind. They have not been able to define it in the first round, and are in great difficulties in carrying out the second round; they are trembling before the ferocious flames of the People's War; they are panicking because the people's rejection of the elections is increasing; their quasi-parties and candidates are frightened, they are saying that "governability is being put at risk"; they have not been able to drag the masses along at the tail of the election circus, rather these have increased their combativeness in their raising of claims and their protests. Another problem to be kept in mind is the problem of having a sole majority in parliament, for no-one is going to get it.

Two candidates are left. One, "the Yankee with Indian head", Toledo, of Perú Posible (PP), with a meager 36%, denounced by his own former advisor as the "new Fujimori", child of Yankee imperialism and assembled at the SIN "factory", as a spare card for imperialism and reaction. And two, the fascist Alan García, of APRA, with hardly 24%, with the underground but efficient support of the media and personalities of the previous government.

Both candidates clearly represent imperialism, the big bourgeoisie and the landowners, both are hurriedly preparing their government plans; Toledo centers more on the interests of the comprador bourgeoisie, and García more on the bureaucrat bourgeoisie, even though both present themselves as defenders of the interests of the entire big bourgeoisie.

No matter who wins, the conditions are already determined: to serve the long-term plan of Yankee imperialism and reaction, this is, the hegemonistic sole gendarme plans and the three tasks, whose fulfillment is a historical and political impossibility; and collusion and contention among reaction and its lackeys, with cleaning of the slate. No matter who wins, it will be a more genocidal, more famish-creating and more country-selling government than the previous one, it will be the new puppet of imperialism and the reactionary armed forces.

This is the bureaucrat road, this is the road of reaction, which carries it to its final destruction, from which they are not able to escape.

Ours, the democratic road, is that of the People's War which is unstoppably marching, with the wind blowing in its favor, to seizing countrywide Power, in order to culminate the democratic revolution and establish the People's Republic of Peru, thus, without any interval, going over to the socialist revolution, in order to, through successive cultural revolutions, together with the whole of mankind, proceed the march to the final goal, the for ever golden Communism.
