| Proletarians of all countries, unite! CALL FOR THE PARIS CONFERENCE The I International Conference,
which was held in Palermo early in 2003, indicated some decisive
points for the advance of the international communist movement,
and within this, of the RIM. The conference reaffirmed that revolution
is the main historical and political trend, that the people’s
war in universally valid, that it has to be applied to the concrete
conditions of each country, and that the main task today is the
building of militarized Maoist parties, that initiate and develop
people’s wars in order to take the command of the new great
wave of world proletarian revolution. It this Conference, we reaffirm
our decision to maintain aloft the red banner of Marxism-Leninism-Maoism,
principally Maoism, combating revisionism and opportunism in the
international communist movement. An integral part of this is
the battle to defend the life of Chairman Gonzalo, Great Leadership
of the PCP and of the Peruvian revolution. The minutes from the
said conference, which we enclose, contribute to the understanding
of this debate and form the basis for the second Conference and
ask all Marxist-Leninist-Maoist parties and organizations and
all proletarian revolutionary forces to take a stand. The world events during this
year have confirmed the urgency of the tasks pointed out by the
Palermo Conference. The imperialists, headed by Yankee imperialism,
who launched a “war without end” against the oppressed
peoples, had no success in their aggression against Iraq and the
Arab peoples. The people of Iraq develops a resistance which needs
to be transformed into people’s war. The fire is catching
on in the entire Middle East, and also in Asia, Africa and Latin
America. Imperialism and the reactionary
governments and their lackeys are suffering a great defeat in
their efforts to stop the people’s war in Peru, which, developing
in strategic equilibrium, is building the conquest of state power
on a national level. The advance of the people’s war in
Nepal is more and more worrying imperialism, which is intervening
more and more directly, with a growing role being played by the
Indian state. In India, there is a growing
unity of the Marxist-Leninist-Maoist forces, which develop armed
anti-imperialist struggle and are marching toward the invincible
line of the people’s war. In the imperialist countries,
the militarization of the states and the repression, the heavy
attacks on the living conditions of the proletariat and the popular
masses are in no way putting an end to but rather feeding the
proletarian and popular revolt, with the new generation steeping
into the scene of the class struggle, thus creating ever more
favorable conditions for the advance, as took place in Italy,
and the constitution of new, Marxist-Leninist-Maoist communist
parties, in the fire of class struggle and closely bonded to the
masses, so as to serve the initiation and development of the people’s
war, applied to the specific conditions of the imperialist countries. The II International Conference
has as its aim to combat the revisionist positions in the international
communist movement, which more and more are favoring the interests
of imperialism. Parliamentary cretinism is more and more loosing
ground and influence among the proletarian masses, which are entering
the vortex of the new great wave of world proletarian revolution
and demand a Marxist-Leninist--Maoist leadership that answers
the world war of imperialism with world people’s war. Through
two-line struggle, active ideological struggle and debate. we
are with this II Conference taking up the responsibility to take
